Canadian and U.S. housing finance markets have had notably contrasting experiences during the international financial crises of 2007-2009. In a recent World Economic Forum opinion survey, Canadian banks were ranked first in the world for soundness (the United States was tied for 104th). What are the important differences, and what are the similarities, between the two housing finance systems? What lessons do these suggest for thinking about housing bubbles? Are there implications for improving U.S. housing finance structure, instruments, practices, risk management, or regulation? These and other questions will be addressed by the expert panel.

The global financial crisis has changed the world. High-risk housing finance schemes were one of the main triggers of this crisis. The Joint Congress of UNECE and EFBS on "Housing Finance beyond Subprime" will be highlighting the effects of the worldwide crisis on the housing markets of various European counties. The congress will discuss ways and means of establishing and maintaining reliable forms of housing finance and examine housing finance plans that have proved to be robust during the crisis. The United States has managed to survive the bursting of a giant real estate bubble. Although many are still trying to digest the losses and are struggling with the aftermath, now is the time, before the memories start to fade, to figure out how to prevent the next bubble, not just fight the battles of the last one. One essential part of this task is to add countercyclical factors to credit markets. How could this be done? How can the overoptimistic expansion of debt, leverage, and risk, including debt promoted by the government, as mortgages were, be addressed? Would the financial reform legislation currently before Congress prevent a new bubble? Given the record of repeated overexpansions followed by crises throughout financial history, can the next bubble actually be prevented? These and related issues will be addressed by expert panelists: Representative Bill Foster (D-Ill.), member of the House Financial Services Committee; Jay Brinkmann, chief economist of the Mortgage Bankers Association; AEI visiting scholar John H. Makin; and Mark Zandi, chief economist of Moody’s Economy.com. AEI resident fellow Alex J. Pollock will moderate.

Leveraged bets as high as 30 to 1 on risky investments with little equity cushion against potential losses are what helped bring down the likes of Lehman Brothers, Bear Stearns, Fannie Mae and Freddie Mac. Think it can't happen again? It's about to--with the Federal Housing Administration (FHA), says Wharton professor Joseph Gyourko. Gyourko's latest research on the FHA finds that it will need a $50-100 billion bailout to meet its minimum capital guideline, and it could be much worse if house prices fall further or unemployment increases. At this event, Gyourko will discuss the implications of his findings, and Edward Pinto, AEI scholar and housing finance expert, will respond. Breakfast will be served.
